A lot of art content probably didn't make it in because of time constraints. Dev teams work with deadlines and release goals all the time, so they need to schedule their loads. For example, it's faster to use existing armor elements than to create new ones - thus the reskins. I think we all know what the art team is truly capable of, so it's not like they whipped out all these amazing ideas and then went, "Eh... let's do something less cool." :] It's more of "That would be great to create, but we just can't dedicate the resources right now."
